Program Available to Assist with Water Bills

Iowa residents can now apply for assistance with water services through the federal Low-Income Household Water Assistance Program (LIHWAP). 

As part of an ongoing effort to address the financial impact of COVID-19 Iowa has received federal aid to help households that have fallen behind on water bills and are facing disconnection of services.

LIHWAP will provide assistance in the form of payments made directly to the water vendor for past-due charges fees and taxes for drinking and wastewater services.

Program eligibility mirrors that of the Low-Income Home Energy Assistance Program (LIHEAP).

Black Hawk County households meeting income criteria should apply by contacting Operation Threshold at 319-291-2065.

The application period is open year-round and will run through September 30, 2023 or until funds have been exhausted.
